While Flexible Spending Accounts (FSAs) can generally be used for Direct Primary Care (DPC) membership fees, Health Savings Accounts (HSAs) typically cannot. FSAs may allow reimbursement for DPC fees, either through lump-sum payments or direct debits, but this depends on the specific FSA administrator. HSAs, however, are generally considered to be a second health plan, and the IRS considers DPC monthly fees as a second health plan, making them ineligible for HSA spending.
